Who We Are
Our Story
Kaddie Kallon Nursing, LLC, operating as Siebiti Wellness Center, was founded on a deeply held belief: that every person with an intellectual or developmental disability deserves individualized, dignified, and community-integrated support — guided by what is important to and important for them.
Our leadership team brings professional experience in nursing, behavioral health, clinical oversight, medication management, care coordination, quality management, incident review, and regulatory compliance — the full spectrum of expertise required to deliver safe, effective, and compliant HCBS waiver services in Washington, DC.
Operating under the DC DDA HCBS Medicaid Waiver Program, we have built every operational system — from governance and staffing to quality management and rights protection — to meet and exceed DDS/DDA and Medicaid standards. We serve adults with intellectual and developmental disabilities in Northeast DC and across the District, delivering supports that are individualized, community-integrated, and clinically sound.

Dr. Kaddie Kallon
Chief Executive Officer
Kaddie Kallon is a Doctor of Nursing Practice and Board-Certified Family Nurse Practitioner who serves as the Chief Executive Officer of Siebiti Wellness Center. She brings professional experience in nursing, clinical oversight, medication management, care coordination, and community-based support services. As CEO, Kaddie leads the agency's strategic direction, quality management, and delivery of person-centered DC DDA HCBS waiver services for adults with intellectual and developmental disabilities in Washington, DC.
Luvidet Luseni
Director of Nursing
Luvidet Luseni is a Registered Nurse serving as Director of Nursing at Siebiti Wellness Center. She brings professional experience in community-based nursing, behavioral health support, and clinical oversight for individuals with intellectual and developmental disabilities. In her role, Luvidet oversees nursing protocols, staff clinical competencies, medication management systems, and health coordination for individuals served.
Fatmata Nellay
Quality Management Director
Fatmata Nellay is a Licensed Practical Nurse serving as Quality Management Director at Siebiti Wellness Center. She brings expertise in quality management, incident review, regulatory compliance, and continuous quality-improvement processes. Fatmata leads the agency's quality assurance systems, documentation standards, and compliance monitoring to ensure all services meet DDS/DDA and Medicaid requirements.

Our Regulatory Commitment
Individuals and families have the right to choose their own providers. Siebiti Wellness Center does not accept referrals directly from DDS — all placements are made through the individual's Support Coordinator based on assessed needs, preferences, and ISP goals. We maintain the full operational infrastructure required by DDS/DDA and Medicaid: governance, financial management, staffing, training, clinical oversight, emergency preparedness, quality management, incident management, rights protection, and documentation.
